EPR in Germany and France: registration is the price of listing

Status: registration-required — with no de minimis. Germany: every company placing packaged goods on the German market, including foreign online sellers, must register in the LUCID packaging register and license their packaging volumes; since July 2022 marketplaces are legally required to verify your registration and block non-compliant listings. France: sellers prove compliance to marketplaces with their unique EPR identifiers (IDU); if a foreign seller isn't registered, the law makes the marketplace itself liable for the obligations — which is exactly why marketplaces enforce first and ask questions later. Amazon officially requires EPR numbers for both countries and deactivates listings without them.

What registration actually involves

Germany: register the company and brands in LUCID (free), contract a dual-system provider to license your expected packaging volumes (the real cost, scaling with weight and material), and file volume reports. Selling before registration is prohibited — there is no small-quantity exemption for distance sellers.

France: register with an eco-organisme per EPR stream you touch (packaging at minimum; electronics, textiles, furniture, toys have their own streams), obtain the IDU identifier per stream, and supply it to every marketplace you sell on. The IDU is annual — renewing late re-triggers marketplace blocks.

Treat EPR as a market-entry cost, not paperwork

For a small seller the combined cost of LUCID licensing plus a French eco-organisme often exceeds their first months of DE/FR profit — which makes this a where-to-sell input, not an afterthought. If the numbers don't carry two EPR regimes, entering one EU market properly beats entering five out of compliance; enforcement is delegated to the marketplaces, so 'nobody will notice' fails at listing time, not at audit time.

Does EPR apply if I only ship a few orders to Germany?
Yes — the official register states the obligation applies from the first packaged shipment; there is no volume threshold for online sellers.
Are there other EPR streams besides packaging?
Yes — electronics (WEEE), batteries, textiles, furniture and more, each with separate registration in each country. Packaging is the one every physical-goods seller touches.
